Guildford Town Centre - 104 Avenue Plan

We are conducting a planning study for Guildford Town Centre and the 104 Avenue Corridor. This project will support the enhancement of this important commercial hub and surrounding areas.

The study will result in a land use and transportation plan to guide redevelopment. This will help us to achieve desired community objectives such as more green space and community facilities.

Thank you for taking part in our workshop, open house and online survey. The draft land use, transportation and parks and open space concepts are being refined based on your comments. These concepts will be presented to Council for consideration and adoption later this year. Following this, we will begin a review of the servicing requirements for the area. A financial strategy will be prepared to ensure all aspects of the plan are achievable.

Plan Area

The study area is centred on 104 Avenue and runs from the edge of City Centre (140 Street) to the Trans Canada Highway. The study area includes distinct single family, multi-family and commercial areas.

    Based on input received, we are currently refining the draft Stage 1 land use plan for Council consideration later this year. Additional opportunities for community consultation will be available as we transition into the Stage 2 process (Refining the Plan).

    Following Council endorsement of the Stage 1 Plan, a comprehensive review of servicing requirements will be undertaken, including a drainage, sanitary and water review, as well as a financial strategy to ensure all aspects of the plan are achievable. A review of the draft Stage 1 land use plan will also be undertaken, concurrent with servicing and financial analysis.  

    An additional stage of community consultation, including open houses and surveys, will be offered related to the development of the Stage 2 plan.

    Once the Plan is ready, following additional community consultation, staff will report back to Council seeking endorsement of the final (Stage 2) plan.

Background Information

Guildford Town Centre has not had a current land use plan for many years. Older plans identified Whalley and Guildford as two commercial nodes book-ending 104 Avenue. However, once SkyTrain arrived in Surrey in 1994, development interest has favoured Whalley. That part of Whalley, now known as Surrey City Centre, is now the second metropolitan centre of the region.

In spite of this, Guidlford has remained an important urban centre and regional shopping destination. In 2016 Council recognized the need for a land use plan to guide development in Guildford. On June 22, Council authorized staff to undertake a planning process for Guildford Town Centre and the 104 Avenue Corridor. See Corporate Report R159. On October 20, Council endorsed the terms of reference for the planning study. See Corporate Report R230.
