Redwood Heights Neighbourhood Concept Plan

Redwood Heights NCP illustration

The Redwood Heights Neighbourhood Concept Plan (NCP) process is nearly complete. The purpose of the plan is to guide the development of this area of south Surrey into:

  • a compact,
  • environmentally friendly,
  • and sustainable community over the next 30+ years.

The final Stage 2 Redwood Heights NCP is targeted to be brought forward for City Council consideration in 2019. The exact date is still to be determined and may be subject to change.  Development applications may not proceed to Council for consideration in this NCP area until the Stage 2 Plan is adopted.

Get Involved

This plan has been under development for several years. The NCP is being prepared using a five step, two stage planning process. It combines thorough community and stakeholder consultation with evidence based planning. Since the start of the plan, we’ve been looking to the community to generate ideas, explore possibilities and provide feedback.

Recent Survey Responses

Over 200 people completed our recent survey to gather people’s thoughts on a stage 2 final land use and servicing plan for the neighbourhood. Here is a summary of the survey responses.

Formal public consultation of this plan has now ended.  For questions or comments, please contact us at gh4plan@surrey.ca

Plan Progress & Updates

Background information

In 2003 Council identified Grandview Heights as an area of the City that would be suitable for new development. A General Land Use Plan (GLUP) was approved in 2005 to serve as an overall guide for land use, servicing and development in the area. It also identified the Neighbourhood Concept Planning (NCP) approach to plan future Grandview neighborhoods.

In July 2009, Council endorsed Corporate Report R155 which authorized staff to begin the preparation of a land use plan for Grandview Heights Area #4 (Redwood Heights). Following plan initiation staff completed a number of background studies, established a Citizen's Advisory Committee and undertook a public engagement process to develop land use options.

In December 2010, Council endorsed Corporate Report R263 which updated the planning process and authorized staff to hold additional public consultation on proposed options.

In January 2013, Council endorsed Corporate Report R201 which approved the Stage 1 Land Use Concept and authorized staff to proceed with the preparation of the Stage 2 component of the NCP .
